Shamoto runs a small tropical fish shop. When his daughter Mitsuko is caught shoplifting at a grocery store a man named Murata steps in to settle things between the girl and the store manager. Murata also runs a tropical fish shop and he and Shamoto soon become friendly. However Murata hides many dark secrets behind his friendly face.

Set after the Tohoku earthquake and tsunami, all 14-year-old Sumida Yuichi wants to become is a regular boy and live a decent life. His environment though repeatedly drags him into the mud. He runs his parent's rental boat business, which is located next to a nondescript lake. His mother frequently comes home with different men and soon she leaves him entirely. His father only comes around looking for money. Chazawa Keiko is a classmate of Sumida Yuichi. She harbors a severe crush on Yuichi. Keiko's home life isn't much better than Yuichi's. Her mother builds a gallows with a noose in place for Keiko to take her own life. Her mother believes her life would be better off without Keiko. Under these circumstances, Keiko pays a visit to Yuichi's home. A group of people are lingering nearby who live in makeshift tents on the property. Keiko tries to befriend Yuichi, but she is berated and even physically assaulted. She doesn't get deterred though and sticks around.

Reiji Kikukawa, who has a strong sense of justice, graduated from the police academy with the lowest score ever. He becomes a police constable, but is suddenly fired by the Police Chief due to "disciplinary" issues. In actuality, the firing is part of a carefully orchestrated plan. Reiji is ordered to become a "mole," an undercover cop. His target is Shuho Todoroki, the boss of the Sukiyakai gang. The group is the largest crime group in the Kanto area. Masaya Hiura, who works as a young boss of a Sukiyakai affiliated gang likes Reiji. While going through various hardships, Reiji works his way towards Shuho Todoroki.

After detective Natsumi Yukihira brings an end to the police hospital terrorist case, Natsumi is transferred to the Nishimonbetsu Police Station in Hokkaido. Meanwhile, a series of grotesque murders occurs in downtown Tokyo involving nails placed in the body of the victims. The fingerprint of Natsumi's ex-husband, freelancer journalist Kazuo Sato, is found on the the body of a victim and Kazuo is placed on the most wanted list. Soon after, Kazuo finds Natsumi and hands her a USB memory stick. The device contains information on a secret organization within the police department. Kazuo tells Natsumi that the series of murders are warnings and suspects become the next victims. Natsumi is then arrested as a suspect. Tokyo prosecutor Katsuaki Murakami appears at the Nishimonbetsu Police Station to investigate.

Toko grew up unloved by her mother Mizuho who continues to adore her deceased son. She lives alone in an apartment the electricity has been cut off and the trash is piling up. One late night, Toko enters a gloomy building in order to escape from a threatening stalker, Tomita. There she finds a handgun. She brings it back home and confirms it is loaded with four bullets. One day, the family living next door who have already been enduring poverty and violence end up murdering a man. Toko helps them bury the man's body, shooting it with the handgun. Toko becomes captivated by the gun itself. She is further entangled in the true circumstances of the incident due to the detective searching for the handgun and a suspicious man Kazunari who knows a secret about the handgun. Toko tries to throw herself into the whirlpool but then the lid is blown off her "past."
