In 1879, Kenshin and his allies face their strongest enemy yet: his former brother-in-law Enishi Yukishiro and his minions, who've vowed their revenge.

Kenshin has settled into his new life with Kaoru and his other friends when he is approached with a request from the Meiji government. Makoto Shishio, a former assassin like Kenshin, was betrayed, set on fire and left for dead. He survived, and is now in Kyoto, plotting with his gathered warriors to overthrow the new government. Against Kaoru's wishes, Kenshin reluctantly agrees to go to Kyoto and help keep his country from falling back into civil war.

Shishio sets sail in his ironclad ship to bring down the government. In order to stop him, Kenshin trains with his old master to learn his final technique.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. A series of net movies to promote the Kamen Ride movie "OOO, Den-O, All Riders: Let's Go Kamen Riders". 48 shorts were released with each webisode focusing on a Kamen Rider that matches a specific Zodiac sign and a blood type.The webisodes are alternatively hosted by Sieg, Momotaros, Kivat and Urataros. After each segment, the host explains the featured Kamen Rider's horoscope, determining which other Rider he is most compatible with and which one he is not, as well as which Riders are compatible with women of the webisode's specific Zodiac sign and blood type.

In June 1945 Yamauchi Fusako goes alone to Manchuria where her husband, Setsuo, a second lieutenant of the Kwantung Army, is based. At that time, 200,000 Japanese had settled in Manchuria, a Japanese occupied territory, as settler communities. Fujita Hideo’s family worked hard to clear the wilderness, but the Soviets are lying in wait for an invasion of Manchuria from the North. Fusako is safely reunited with her husband at the headquarters of the Kwantung Army’s Fifth Training Squadron in Manchuria’s Dahushan. Setsuo also takes good care of his beloved wife, but his position is an instructor to the young soldiers who will eventually carry out suicide attacks. He wonders if he should have summoned her and speaks of these mixed feelings to his commanding officer, Michiba Kazuo, a first lieutenant. Michiba is concerned about Setsuo’s attempts to cherish his wife before the coming showdown on homeland. Fusako learns about life in Manchuria from Michiba’s wife, Etsu.

The movie starts with the Sazer-X playing basketball. All of a sudden a flash of lightning strikes the earth. They headed for it, and discovered a boy. The boy was Riki, who assumed to forget everything. On the other hand, Remy informs the Sazer-X that a giant monster, 'Mecha Giant Beast Bulgario', had approached the Earth and were destroying buildings. The Sazer-X defeated the monster anyway. But then something flashed into their eyes, Takuto had mistaken it as a Cosmo Capsule. It was, in fact, a Bosquito existed inside Bulgario, which was later explained by Professor Horiguchi.
