A cross-country road race is based on an actual event, the Cannonball Baker Sea to Shining Sea Memorial Trophy Dash, organized by Brock Yates to protest the 55 mph speed limit then in effect in the U.S. The Cannonball was named for Erwin G. "Cannonball" Baker, who in the roaring 20's rode his motorcycle across the country. Many of the characters are based on ruses developed by real Cannonball racers over the several years that the event was run.

Developer Tsang Siu-Chi (Eric Tsang) and his agent (Jacky Cheung) have bought two of a group of four properties. Rival developer, Boss Hung (Sammo Hung) has secured the other two properties. Both aim to buy all four so they can knock them down and build hotels.

Since he cannot start working for the new company because of his current 8-year contract with MTV, he and his scientist-aspiring brother (Ricky Hui), with the help of magician Shih-Chieh (Sam Hui), attempt to steal the contract from his ruthless manager.

When the wife of Commissioner David Ho (Philip Chan) of the Inland Revenue Department (IRD) comes to see him, he reveals that her husband is cheating on her. After facing the wrath of his wife, Ho decides to get revenge and sends junior assessor Yau Ho-kei (Leon Lai) to investigate Hui's income. During the investigation, Hui sustains a brain injury and slips into a coma. After he wakes up, he suddenly discovers that he has gained the real ability to see people's futures.

The film revolves around the exploits of a detective agency in Hong Kong called Mannix Private Detective Agency. It is headed by private detective Wong Yeuk Sze (Michael Hui) with his emotionally drained assistant Puffy (Ricky Hui). Meanwhile, Lee Kwok Kit (Samuel Hui), a kung fu expert, who works at a Vitasoy plant factory and spends most of the time doing kung fu tricks to impress a girl, ultimately loses his job. Seeking to find another line of work, Lee attempts to joins Wong's detective agency. Despite Lee's impression with his kung fu talent which involves his snatching trick, Wong was not impressed. Then, as it appears that Lee would not get the job, Wong discovers that his wallet was missing and was presumed stolen by one bystander who bumped into them. Lee intercepts him and recovers the wallet, thus impressed Wong to hire him for the job.
