In a bloody beginning, a pair of stylish Japanese thieves steal some valuable gems. In a harrowing scene, during their escape, they kill the partner of a ruffled detective (think Columbo with a Chuck Barris hairdo). The detective swears revenge, and the thieves played by the athletic and lovely Michiko Nishiwaki and her terminally ill partner/lover played by Stuart Ong plan on going to Hong Kong, sell the loot, and buy weapons for the Red Army. All the while Cynthia, a rookie cop in Hong Kong, tries to get in on the action of the task force she has been assigned to, but unfortunately her superior is her uncle who wants to keep her out of harms way. The Japanese thieves and the detective trailing them, all make their way to Hong Kong, and Cynthia ends up entangled in the same mess with the detective, trying to bring the cold blooded and desperate thieves to justice. People on both sides are killed, leading to crossed paths of personal revenge, everyone out for each others blood.

The film revolves around the exploits of a detective agency in Hong Kong called Mannix Private Detective Agency. It is headed by private detective Wong Yeuk Sze (Michael Hui) with his emotionally drained assistant Puffy (Ricky Hui). Meanwhile, Lee Kwok Kit (Samuel Hui), a kung fu expert, who works at a Vitasoy plant factory and spends most of the time doing kung fu tricks to impress a girl, ultimately loses his job. Seeking to find another line of work, Lee attempts to joins Wong's detective agency. Despite Lee's impression with his kung fu talent which involves his snatching trick, Wong was not impressed. Then, as it appears that Lee would not get the job, Wong discovers that his wallet was missing and was presumed stolen by one bystander who bumped into them. Lee intercepts him and recovers the wallet, thus impressed Wong to hire him for the job.

Love fails to blossom between Shun and Kiu in HK, and Kiu starts to drink heavily. Sandy, Kiu's luscious secretary takes advantage and gets it off with him in the gym and digusts Shun in the process. Shun gets drunk and is picked up in a bar, nearly raped, and rescued then befriended by a fellow Vietnamese, a photographer, in what is clearly a setup. Turns out Sandy is behind this ruse as well, to get Shun out of the way and have Kiu all to herself. But things don't go according to anyone's plan. Will Shun give up Kiu and his money to go back to Lik ? Will Sandy hold her nerve and push ahead ? Will the guys Sandy paid to set up Shun have their way with Sandy instead ?
