Humanity final rids themselves of Godzilla, in-prisoning him in an icy tomb at the South Pole. All is peaceful until various monsters emerge to lay waste to Earth's cities. Overwhelmed, humanity is seemingly saved by a race of benevolent aliens known as Xiliens. But not all is what it seems with these bizarre visitors. A murder investigation reveals a deep-rooted sibling rivalry in director Miwa Nishikawa's brooding family drama. On the one-year anniversary of his mother's death, Tokyo art and fashion photographer Takeru (Joe Odagiri) returns to his small hometown in order to pay his respects. But all is not well back home, and when Takeru's authoritative father questions his sincerity, the frustrated son strikes back with accusations of violent conduct. Though the situation is initially diffused by Takeru's older brother Moniru (Teruyuki Kagawa), who stayed behind to run the family business, tensions once again start to run high when Tekeru, Moniru, and pretty childhood friend Cheiko (Yoko Maki) decide to celebrate their reunion by taking a hike in the wilderness.

After the events of the TV series, the 18 year old Yoko Godai has abandoned her special agent Saki Asamiya name to return to her normal life, and is now studying for college entrance exams. However, she accidentally bumps into a young man named Kazuo Hagiwara trying to escape from a group of hitmen, and learns that he comes from Sanko Academy, a private school located in a remote island known as Hell's Castle. The school is ruled by a former revolutionary thought to be dead named Hattori who is trying to brainwash students into terrorists to help him stage a fascist coup d'etat in Japan.

Three unidentified men hold a group of people hostage in a hospital after doing a smaller crime. Inspector Ishida and Captain Tohno handle the negotiations while one of their colleagues Lt. Ado tries to find the reason why the men decided to take the hospital hostage. At first, Lt. Ado tries to think of the possibilities for this crime using the clever aid of Ishida, but he only reaches the solution to the puzzle later on and by himself. Relevant information is revealed to the audience through flashbacks and through discoveries made by the police. And, several connections are made as the story develops. When the negotiations are finished, most things seem to be fine until they lose track of the criminals.
