Assigned on a mission to capture Mukade, a missing-nin, Naruto Uzumaki sets out for the once glorious historic ruins of "Ouran", where he pursues and corners the rouge ninja. The story began as Hamaji went to Edo in order to help his brother to earn some bounty. But in Edo, she met a mysterious young men being chased by others. His name was Shino ...

Taking place 10 years after the Go-Onger fought the Gaiark, unprecedented peace has come to the Human World thanks to The Minister of Defense Noizumi's Isolation Barrier. But because of this, it severed the connections between the Go-Ongers and the Engines. Plus, due to the Sentai Activity Ban Law, the Go-Ongers are labelled as terrorists! Amidst that, a mysterious young boy named Souji appears to them with BeaRV's Engine Cast. Sosuke / Go-On Red and the rest save him as he was being pursued by the special police. For some reason, one standing in their way is Saki / Go-On Yellow, who parted ways with the Go-Ongers and has become part of the governments public relations office. The major incident will drag the world in and how will it involve the fate of the Go-Ongers?!

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.
