Roy Rogers, a Nevada State Ranger Captain in charge of the Rangers Reclamation Service, makes a trip to Las Vegas for the annual Heldorado Frontier Days Festival, as he wants to help his old friend Gabby Whittaker who originated the idea (at least, in this film).In Las Vegas, Roy meets heiress Carol Randall, who has been selected as the Queen of the Heldorado. Willis Newcomb and Bart Carroll head a gang engaged in smuggling wanted-American criminals back into the United States from Mexico. Border Patrolman Tom Sharper intercepts one of the trucks but is overpowered and left for dead. Carroll, having already been paid for the job and not wanting any evidence to walk around, get caught and lead back to him, backs the human-cargo trucks to the edge of a cliff and sends the drums crashing to the boulder far below. Judge Cookie Bullfincher and Border Patrolman Roy Rogers conduct a search for the missing Tom, but the crooks have gone back for him and find him in a state of amnesia. They rob the bank and pin it on Tom. It is now up to Roy to clear his friend and also put an end to Carroll's human-smuggling racket.

Bill Burnett, a resident of Bali, visits New York City, meets and falls in love with Gail Allen, the successful manager of a Fifth Avenue shop, who is determined to remain free and independent. Bill proposes, Gail declines and Bill goes home to Bali. But a young girl, Rosie, and Tony the Window Cleaner, who dispels advice on every floor, soon have Gail thinking maybe she was a bit hasty with her no to Bill's proposal. Ere long she discovers that she does love Bill and can't live without him. She goes down to Bali to give him the good news. He learns that he is soon to marry Noel Van Ness. She goes back to New York City.

Albert Dekker plays a investment agent who embezzles a large sum from an estate, hoping to cover his crime by marrying the estate's heiress. The girl is already engaged, so Dekker arranges to have the fiance killed. A mix up involving the society section of the newspaper places Dekker in the sights of his own hired gun.

The Canadians have discovered a valuable substance called Compound X, which can cure infantile paralysis. When a country at war with Canada learns that Compound X also contains magnetic properties that could aid them in their warfare against the British, they send agents to infiltrate Canada and steal a large quantity of the substance. It's up to Sgt. King (Allan Lane) and his Mounties to track down the agents and put an end to their scheme.
