F/X man Rollie Tyler is now a toymaker. Mike, the ex-husband of his girlfriend Kim, is a cop. He asks Rollie to help catch a killer. The operation goes well until some unknown man kills both the killer and Mike. Mike's boss, Silak says it was the killer who killed Mike but Rollie knows it wasn't. Obviously, Silak is involved with Mike's death, so he calls on Leo McCarthy, the cop from the last movie, who is now a P.I., for help and they discover it's not just Silak they have to worry about.

Criminal psychiatrist, Jake Nyman is taking a much needed vacation from responsibility. An experimental road trip during which ever decision will be made on a flip of a coin. Meanwhile, Sandra Thomas, disenchanted professional, is en route to pick up her flunked out sister, Alice, at a cheap motel before continuing on to visit their ailing mother. After being forced off the road by a mysterious assailant, however, Sandra is picked up by Jake, who's coin flipping amoral attitude quickly excites her own desire to break a few rules. Or worse. Jake and Sandra's romance is soon driven by chance acts of crime and kindness, all governed by the flip of a coin - at least until Sandra mysteriously disappears and Jake unwittingly picks up her suspicious sister, Alice ...

Real estate agent Maceda (Chris Sarandon) once testified against drug trafficker Orosco (Miguel Najera). Now Orosco is out of prison, and Maceda has a problem. He flees, hiding out at a near-vacant California Central Valley inn where innkeeper Kat (Mariel Hemingway) is happy to have him sign the register. His presence, however, arouses the suspicions of lone cop Gilchrist (Dennis Hopper). Meanwhile, Fed agent Gere (Peter Coyote) hopes to track Maceda before Orosco's thugs pick up the scent.
