Sir Sidney Ruff-Diamond looks after the British outpost near the Khybar pass. Mr. Topaze (Peter Sellers) is an unassuming school teacher in an unassuming small French town, who is honest to a fault. Gradually, Topaze becomes a rapacious financier who sacrifices his honesty for success and, in a final stroke of business bravado, fires Benac and acquires Suzy in the deal. An old friend and colleague, Tamise (Michael Gough) questions him and tells Topaze that what he now says and practices indicates there are no more honest men.

With a flu epidemic running rife, three new bumbling recruits are assigned to Inspector Mills police station. With help from Special Constable Gorse, they manage to totally wreck the operations of the police force and let plenty of criminals get away, even before they arrive at the station. They all have to prove themselves or else they'll be out of a job and Sergeant Wilkins will be transferred. Sub-plots include romances between Wilkins and Moon, Constable and Passworthy.
