The new police chief (Bruce Li) arrives in a small provincial town. He's been charged with bringing a dangerous gang to justice. These include a widower (Wang Yung Sheng), imprisoned for killing the men who murdered his wife, a knife-throwing expert (Lung Fei) also doing time for the murder of a corrupt magistrate, a pickpocket, and a young orphan girl out to avenge her parents' death. The chief reveals his coldblooded dedication to the mission when he hangs one prisoner for trying to escape. The group - both prisoners and police - ultimately bond together and track down the gang's headquarters to find the leader (Chen Hsing). After a long and bloody melee, everyone lies dead except the chief.

This Chinese is the only one who has the guts to fight the Japanese, this Chinese is known as Chen Shen (Bruce Li) who is the brother of Chen Zhen and he vows to avenge his brother's death and end the terror of the Japanese once and for all.

Li plays a kung-fu teacher who, while scuba diving with some students, discovers a cache of gold bars. The fact that these gold bars are emblazoned with “666″ could probably be seen as foreshadowing, but I don’t want to read too much into it. Li advises his buddies to drop the gold back into the lake, as it could mean trouble; perhaps this gold was dropped here for someone else to pick up. Of course, Li’s right, but feisty student Ah Kune (who later appeared in a few Alexander Liu films) goes back on his own and gets the bars. The crooked businessman whom was the gold’s original recipient sends waves of henchmen out to find who’s taken the gold, and so begins one of the most noirish and brutal kung-fu films of the 1970s.
