Paris, France, 1482. Frollo, Chief Justice of benevolent King Louis XI, gets infatuated by the beauty of Esmeralda, a gypsy young girl. When the serial murders seem to coincide with Isabel's touring schedule, ace reporter "Scoop" McClure gets on the mad scientist's trail.
