When honest ship captain Roy Glennister gets swindled out of his mine claim, he turns to saloon singer Cherry Malotte for assistance in his battle with no-good town kingpin Alexander McNamara.

When Sheriff Jake sees a man at the safe and then finds the payroll gone, he trails him. Just as he is about to arrest him, the man saves his life. Still suspicious, he joins up with the man and later they learn that Melgrove, the towns leading citizen, is trying to take over the area's ranches by having his gang stop all incoming supply wagons. With the ranchers about to sell to Melgrove, the two newcomers say they will bring in provisions.

Mine owner William Sharon (Larry Keating) keeps having his gold shipments held up by a gang of bandits. Sharon hires banker Charles Crocker (Thurston Hall), who happens to have connections in the Central Pacific Railroad, to build a spur line from Virginia City to Carson City, so that the gold can be shipped by railroad. Silent Jeff Kincaid (Randolph Scott) is the railroad engineer. However there is opposition to the railroad, chiefly from another mine owner, Big Jack Davis (Raymond Massey).

Evil Grant Withers lets a killer horse loose to ruin valuable horses on nearby ranches. He hopes to shake down the ranchers for his "protection". It's 1893 and gold is being smuggled out of the country. Instead of stealing gold bars, the outlaws are stealing high grade ore, having it smelted, and then having it plated to look like lead. The Government sends agents Bret and Larry who arrive in Cripple Creek posing as Texas gunfighters. Bret finds the smelting operation and Larry learns of the payoff. But the crooked town Marshal is suspicious of the two men and the reply of his inquiry to Texas exposes them putting their lives in danger.
