High school student Ichigo Kurosaki lives an ordinary life, besides being able to see ghosts and the blurry memories of his mother's death under strange circumstances when he was a kid. His peaceful world suddenly breaks as he meets Rukia Kuchiki, a God of Death.

High school student Saya Toma (Erika Toda) lost her parents and younger brother in an airplane accident. Detective Akio Kondo (Yu Tokui) came and told her "your family has a high possibility that they were killed by people who have spec." That was the first time she heard of "spec". 6 years later, Saya Toma, who has never forgotten what the Detective said, decides to become a detective. She returns to Japan after receiving training by the FBI in the United States. Saya Toma is assigned to work unsolved cases in the Public Security Bureau. Meanwhile, because of Satoshi Chii's (Yuu Shirota) scheme, Juichi Ninomae (Ryunosuke Kamiki) considers Saya Toma his parents' enemy and tries to push her to the edge. Satoshi Chii's scheme has also caused Saya Toma and Juichi Ninomae to forget that they are brother and sister. The siblings are headed to a life-staking fight. A girl named Maho Ueno (Umika Kawashima) becomes involved in their fight. To protect Maho Ueno, Saya Toma uses "spec".

The first part is the Kamen Rider Fourze’s place five years after the events of the series. Gentaro is now a teacher at Amanogawa High as well as the Space Kamen Rider Club’s new academic advisor. However, a new school club called the Monster League, comprised by a group of psychic children led by Saburo Kazeta, which is supported by a mysterious man named Kageto Banba. He then runs into a young woman named Yu Kamimura who can become Belle Mask Poitrine and can use magic like him. The third and final part of the film is Movie War Ultimatum. The three Akumaizer from the Underworld to plan to invade the land of the living. Kamen Riders Wizard and Fourze must fight to stop the Akumaizer and their Monster Army.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.

An attack takes place on Rainbow Bridge in Odaiba, Tokyo by the fighter helicopter `Gray Ghost`. 2 days earlier, the Gray Ghost was stolen. The perpetrators are followers of Yukihito Tsuge. Yukihito Tsuge planned a coup of Tokyo 13 years earlier. The leader of Special Vehicle Section 2, Keiji Gotoda, sets out to stop the terrorists.
