Kagerota is a young ninja who embarks on his first mission: stealing the goldfish from a wealthy samurai. He succeeds, but then a mysterious fat cat starts following him. His distinctive red nose leads Kagerota to believe that the feline stalker is actually the reincarnation of his long last father, a legendary ninja who left him when he was ten years old.

Nakatsu was laid off at his company and now works part-time at a convenience store. Aizawa Miharu (Takeuchi Yuko) receives an order to work for Cherry's Airlines from major airline. Cherry's Airlines is a low cost, budget carrier. The concept for Cherry's Airlines is to provide little to no service, all for the lowest cost to the passenger. Miharu struggles with her new job, because she is trained to provide excellant service from her previous company. Miharu begins to feel gloomy from struggling with her amateur colleagues and against the low cost policy of her company. Nevertheless, Miharu works hard for Cherry's Airlines first flight.

The hospitality division in Kochi Prefecture can't promote the beautiful nature in the area due to a strict rule by the prefecture government. Popular writer and Kochi area native Kyosuke Yoshikado is appointed as a special envoy for tourism in the area. He then receives a recommendation to meet Seien, a former employee of Kochi Prefecture, who once hatched an unusual idea to promote tourism. Seien pushed forward a project to import pandas into the area, but lost his job because of that project. Meanwhile, hospitality division employees Fumitaka and Taki visits the tourist house which is run by Seien and his daughter. When they arrive, the daughter throws a bucket of water at them, still angry for the way her father was dismissed from his job. From there, a plan for the hospitality division is born.

An ordinary and somewhat unpopular high school boy joins a surfing club in a nowhere near ocean Tochigi Prefecture, while being oblivious to the fact that him leading a peaceful, ordinary life equals world peace being preserved.
