In New York, racist Capt. Stanley White becomes obsessed with destroying a Chinese-American drug ring run by Joey Tai, an up-and-coming young gangster as ambitious as he is ruthless. "All Men Are Brothers" is the sequel to "Water Margin" a.k.a. "Seven Blows of the Dragon" from 1972. However, Luo’s incredible skill with dice and superior martial arts abilities allow him to dodge these threats. On top of this, Luo decides to permanently close his and Miss Cui’s casino and "use gambling to stop gambling," a pledge that makes him even more of a threat to Hao and the corrupt officials who benefit from the status quo.

It's a powerful melodrama about a thwarted romance in 1930s Tientsin, China, during the Japanese occupation, and it stars Linda Lin Dai, one of the era's most popular stars. It was part of Golden Horse's 100 Greatest Chinese-Language Films.
