Ko Chow is an undercover cop who is under pressure from all sides. His boss, Inspector Lau, wants him to infiltrate a gang of ruthless jewel thieves; in order to do this he must obtain some handguns; his girlfriend wants him to commit to marriage or she will leave Hong Kong with another lover; and he is being pursued by other cops who are unaware that he is a colleague.What is more Chow would rather quit the force. He feels guilty about having to betray people who have become his friends, even if they do happen to be killers, drug dealers, loan sharks and protection racketeers: "I do my job, but I betray my friends."To add to his problems, he begins to bond with Fu, a member of the gang.

CIA agent turned HIV positive sexual predator Daniel (Ben Ng) uses his wealth and collection of high-tech gadgets to prey on unsuspecting women. He next sets his sights on Kwan Shi-han (Suki Kwan), the romance novelist next door, but, first, preys on her movie star friend, Icy (Yeung Fan). Desperate for a lead, the police consult a semi-reformed deviant known as "The Human Milk Drinking Doctor" (Anthony Wong), who used to prey on lactating women and now controls his sexual urges by working as a porno theatre projectionist.

Yeung’s poppy fields are torched by a law enforcement task force, she retaliates by ordering police officials assassinated. The Angels break into Yeung’s corporate offices, eventually tracing her headquarters. After Alex Fong’s character is captured and held by Yeung, the Angels mount an assault to rescue him. A complex sub-plot involving an armored car bullion robbery eventually leads the Angels to a final showdown with Yeung and her men.

Mindy Chan (Andy Lau) is a top-notched gambler/swindler. His girlfriend Lily (Christy Chung) and friend Ah Chi are card dealers at the casino where bad guy Lau and his mistress Mona (Anita Lee) frequent. Chor Hung (Tony Leung Ka-Fai), a play on the Chinese name for famed retired actress Cherie Chung, is a senior security guard at the local prison. During a card game, Ah Chi and Mindy swindle millions of dollars from Lau, but they are caught. Lau makes a deal with Mindy - in exchange for Ah Chi (who had been kidnapped), Mindy needs to go to prison and find out where a guy named Robinson (Kwan Hoi-San) has hidden $3 billion dollars worth of bonds.
