Elijah Kane's (Steven Seagal) knowledge of espionage tactics reconnaissance equipment and counter terrorism comes from an education that wasn't gained in Seattle's police academy but from years of being deep undercover in the war against terrorism. Kane's history is now causing uncertainty in the team's future as Mason and Radner members of Kane's Special Investigation Unit are badly beaten by masked military-trained men. Working through the confusion that Kane's military past is causing Sarah and Juliet are after yet another serial rapist in Seattle. The SIU is put on the case only after it proves too much for Lt. Humphreys' (guest star Rachel Luttrell) Special Victims Bureau. The team's caseload continues to rise when they find the bodies of runway models killed in a fashion too disturbing for even this SIU team. Two cases are never the same and the SIU team is stretched thin by the gaining strength of Seattle's crime world in this Urban Warfare.

When Officer Elijah Kane and his team of undercover cops discover a new lab drug flooding through the nightclubs of Seattle, they struggle to eliminate it from the streets immediately. As if dealing with a dozen dead ravers isn't enough, the cops begin to act as security guards for an obnoxious documentarian. They quickly become privy to the filmmaker's arrogance as he attempts to make a film regarding Seattle's underbelly.
Balance of Power

A martial arts expert who runs a dojo for under-privileged kids from a dilapidated warehouse is shaken down by gangsters demanding protection money. Then when one of his students is gunned down in the street by the gang, he swears revenge. Meanwhile the gang leader is setting up a death match between the best fighters and is forcing a former trainer to find a new champion by threatening his granddaughter.

His second wife Beth is arrested and charged after cash and the murder weapon, Paul's own gun, are found. Insurance investigator Jerry Calhoun, a former cop, on the case because Paul had a life insurance since three weeks, realizes lazy police detective Rhodes's utter incompetence. When Beth escapes, even step-daughter Robin still reports her to the police. Calhoun however makes sure the truth is discovered starting from blackmail and embezzlement Paul was involved in.
